Michel Laurendeau, M.A., B.Sc., President
Michel founded SIRRIS in 2007. Prior to being a consultant, Michel acquired extensive experience (working for more than 30 years) in program evaluation in the Canadian federal government. Over the years, he has reviewed, overseen and managed numerous evaluations, and participated as an advisor, manager or analyst in projects touching a wide range of topics.
Michel aims at being a leader in his field and is actively involved in the advancement of evaluation and performance measurement.
While at the Treasury Board Secretariat, he was directly involved in the Federal Government's efforts at repositioning the evaluation function in a more strategic way, and significantly contributed to the 2001 renewal of its Evaluation Policy through the development of the Results-based Accountability and Management Frameworks (RMAFs) approach.
He has recently innovated further by developing a fully integrated approach to performance measurement and evaluation that brings the two practices in line with accountability requirements and results-based management.
Michel teaches evaluation and performance measurement at l'École nationale d'administration publique (ENAP, Université du Québec à Gatineau). He is strongly committed to improving results-based management through the provision of performance information on public policies and programs that are useful and supportive of management decision-making processes.
Michel is a member of the Canadian Evaluation Society (CES) and of the American Evaluation Association (AEA).
