Toru Uno, Ph. D., Senior Consultant
Toru has more than thirty years of practical experience on program evaluation and performance measurement and as a senior policy and program advisor in the federal government.
He has contributed to the field of evaluation through his expertise on the theory and empirical methods of conducting evaluation and social research, which he has taught as professor at universities in Canada and the United States.
During his tenure at the Treasury Board of Canada, Toru engaged in refining and implementing the first government-wide program evaluation policy in Canada, and facilitated the development of evaluation capacity in federal departments and agencies through formal guidance and training.
Throughout his career, Toru conducted many evaluations involving multiple stakeholders and often cutting across organizational and jurisdictional boundaries. He also initiated and led the development of ongoing program performance monitoring systems for program managers
